Introduction
Mayor Joe Lockwood, the Milton City Council and the Milton Comprehensive Plan Advisory Committee (CPAC) welcome you to the Milton Comprehensive Plan interactive Web site area. We wanted to extend an opportunity for you and your neighbors to be involved by helping chart a path for the City of Milton's future. This section includes an online form that allows Milton citizens continuous opportunity to provide public input as part of the ongoing Comprehensive Plan process.
The city currently operates under Fulton County's Focus Fulton 2025 Comprehensive Plan; adopted by the City of Milton on Nov. 21, 2006. The Focus Fulton plan was developed when the City of Milton was still part of unincorporated Fulton County. The Focus Fulton Plan lacks explicit information regarding the specific issues and needs of the City of Milton. Therefore, it is important that a more focused, locally-driven plan be developed that best represents the citizens of Milton.
The mission of a Comprehensive Plan is to:
- Provide an assessment of existing conditions,
- Identify future needs,
- Consider how the anticipated growth and changes will affect the health, safety, and welfare of present and future residents, workers, and visitors, and
- Advance the mission statement and values of the community through consistent policies and procedures.
The Comprehensive Plan should serve as a policy guide regarding the future needs, limitations and opportunities facing the community. In addition, the comprehensive plan will advance the coordination of land use, transportation and service delivery. It also should address the provision of infrastructure, support sustainable economic development, protect natural and cultural resources, and provide adequate housing for the entire community.
The City of Milton initiated the preparation of the city's first Comprehensive Plan in 2007. The new Standards and Procedures for Local Comprehensive Planning, adopted by the Department of Community Affairs in 2005, is the underlying foundation for developing the first Comprehensive Plan. Both the Community Participation Program and the Community Assessment portions of the Plan are complete. The development of the Community Agenda is in progress. However, because of the state deadline and in the interest of moving Milton toward greater local control and self-determination as quickly and as thoughtfully as possible, the city has prepared and completed the Partial Plan Update. By preparing the partial plan update, it allows for adequate time to prepare a full plan that is thoughtful, clearly reflects the vision, and can carry the city forward for the next 20 years. The final section of the plan, the Community Agenda, is underway and expected to be completed by the end of 2009.
The city staff will continuously monitor and update this Web site with associated informational. This will serve as educational tools for Milton residents to review and provide public involvement comments.
The Mayor and City Council has viewed the Comprehensive Plan process as one of the most important goals in the list of priorities for our new municipality. The Community Development department is proud and excited to bring this involved process to the citizens of Milton.
