Do you want to make a public comment during a Milton City Council meeting?
You may not know that Milton citizens have the opportunity to make public comment on issues during Milton City Council meetings. Agendas and supporting documentation for each meeting are posted on the City’s Web site calendar. Citizens are encouraged to get involved and let their opinions be heard as they related to development of City policies and actions.
It is important to know, however, that Georgia State law has a disclosure requirement specific to public comment made in opposition to a rezoning application.
State law (O.C.G.A. § 36-67A-3) requires that opponents to a rezoning petition, as well as their agents, must disclose any campaign contributions aggregating or having an aggregate value of $250.00 or more that have been made to the Mayor or any City Council member within the two years immediately preceding the filing of the zoning petition. According to the law, those wishing to make comments in opposition must file disclosure at least five calendar days prior to the first hearing of the rezoning application, which is the Planning Commission meeting preceding the Council’s consideration. To knowingly violate this statute constitutes a misdemeanor. The city is taking the most conservative approach on this subject so that we can ensure compliance with this law.
To ensure that Milton citizens have every opportunity to share their thoughts and opinions on these issues, Milton citizens who have contributed to a sitting council member during the past two years can file a blanket disclosure form with the City Clerk’s office at City Hall, Suite 107A. Then, at the time of the City Council meeting, these citizens can complete a public comment card and check the “Yes” box to indicate that they have made relevant contributions.
